Cloud support help requested

I purchased the cloud service for a year. The money came off my visa but it still shows unfulfilled on the site and I do not have the cloud service available. I have emailed customer support several times with no answer and your phone number just disconnects after saying there is no one to help.

I have had cloud service since 2016. Are you still in business? Should I dispute the charge with visa?
